What is the United Nations Commission on Narcotic Drugs?

The Commission on Narcotic Drugs is the central policymaking body within the United Nations system dealing with drug-related matters. In line with the 2009 Political Declaration and Plan of Action, the Commission monitors the world drug situation, develops strategies on international drug control and recommends measures to combat the world drug problem, including through reducing demand for drugs, promoting alternative development initiatives and adopting supply reduction measures.

What role do NGO's have there?

NGO's with ECOSOC are able to attend the CND as observers. NGO's are allowed to make formal statements in some of the sessions and this is facilitated formally through the Vienna NGO Committee. NGO's with ECOSOC status can also host events. NGO representatives can speak during side events and at other occassions when this is allowed, as the rules have been changing slightly. Briefings to NGO's are provided each morning by the Vienna NGO Committee, who guide NGO participation throughout the week.

Who can attend?

NGO's with ECOSOC status can attend as long as they request ground passes and register in time. It is also possible for non-ECOSOC NGO's to attend if they ask another ECOSOC registered NGO for a place. This is commonplace.

The 56th Session of the Commission on Narcotic Drugs (CND) will take place from 11th to 15th March 2013 at the Vienna International Centre (VIC) in Vienna, Austria.

• The ECOSOC registered NGO, or member state delegation, under which you are registered for the CND

• (If applicable) a mobile phone number on which you can be contacted during the CND.

Future communications regarding EURAD activities at the CND will only be sent to those who have sent these details, so please do this as soon as possible.
